Annual Report 3.0 includes several important changes:
Some agencies already have systems in place that will automatically map to the new 3.0 metrics. Others may need to make data collection adjustments and provide staff training so everyone is using the new metrics and demographics starting October 1, 2026.

Important Reminders
The CAP Plans submitted in August already contain the new 3.0 services and outcomes. Please refer to your CAP Plans as you begin implementing 3.0 data collection next month. You may continue collecting 2.1 data points. Some of these may map to 3.0 metrics, and others may still be useful for your own agency’s internal tracking. Only 3.0 services, outcomes, and demographics will be reported to the federal Office of Community Services (OCS).
